On 8 October 2026 the board of Stichting Gelukkige Jeugd adopted the Regulation of the Ukrainian Legal Chamber in the Kingdom of the Netherlands (ULCNL), with retroactive effect to and including 2 November 2025 — the date on which the Chamber was founded by board decision.
The Regulation implements the statutes of the foundation. It defines what the Chamber does (legal assistance, representation before government bodies, procedures, European and international representation, sanctions compliance, research and policy advice), how it is organised (participants, a Council of five, a chair and working groups), and how it relates to the foundation.
One point deserves emphasis: the chair keeps a register of activities and outgoing documents and reports to the board before 1 March each year, so the work of the Chamber flows into the annual report — and into the annual ANBI reporting. The full regulation is available as a document with this announcement.
