Policy plan
An ANBI must have an up-to-date policy plan. This plan runs for 2026–2028 and describes the vision, the activities, the way income is raised and how assets are managed and spent.
Vision and mission
Stichting Gelukkige Jeugd wants to make positive and lasting change possible. Donations are crucial here: “free money” is particularly suited to projects and initiatives of great societal importance whose results cannot always be expressed in financial returns.
We support projects that contribute to the development of a sustainable society. We focus on projects that address problems at the root and go beyond treating symptoms, with broad societal impact and a distinctly local character. We want to find durable alternatives and to plant seeds for future generations.
Project form and characteristics
We support projects that invest in research, knowledge sharing and coalition building, educational renewal, creative projects with concrete impact for young and future generations, alternatives for a better future, and innovative pilots and projects in their growth phase.
Purpose and activities
The purpose is laid down in the statutes and is directed at the most important current societal needs. Society faces challenges that must be addressed, and government does not always have the time to respond quickly and effectively to social needs. The foundation takes up that need with programmes approved by the board. The priority social issue is that of refugees from the war that Russia has been waging in Ukraine since 2014. The number of Ukrainian refugees in the Netherlands is well over 100,000; most are women with children and older people. Help with integration and with living conditions in the Netherlands is therefore the primary aim.
Sociale inclusie

Management and use of assets
Administrative expenses of the foundation cover bookkeeping, office rent and related costs, reimbursement of volunteers for public transport or car travel, any salaries, taxes and insurance. Administrative expenses may not exceed 10% of the foundation’s income. The declared purposes and general social programmes are funded from the proceeds for an amount of no less than 90%. Expenditure programmes are approved by the board; payment instructions are given in accordance with board decisions.
How income can be increased
Transparency about the work of the foundation, the implementation of each programme and the publicity of results for society are the means for efficient use of the income. The more programmes are funded, the more confidence donors have in the foundation — which increases the income.
Composition and working method of the board
The board consists of three members who are jointly authorised. The board meets in accordance with the statutes, takes decisions by majority vote and records them in minutes. The chair represents the foundation independently, also in respect of the Chamber’s activities, and holds a standing power of attorney.
Evaluation and oversight
The purpose of the foundation is tested each year against the activity report and the financial accountability. The Council of the Chamber advises the chair of the Chamber; the chair reports to the board in writing before 1 March. The board may amend or terminate the regulation, and may dissolve the Chamber by resolution, after hearing the Council.
The foundation is a small ANBI: income stays well below the € 50,000 that applies to a “large ANBI” that raises funds. We are therefore not obliged to use the tax authority’s standard form, but we do publish the data in this form of our own. The Policy plan page explains how assets are managed and spent.
